Welcome Ban Bulk Billing Guests,


There are many reports around the country that Communities/Developments/Multiple Dwellings have locked customers to Exclusive Marketing Agreements or Bulk Services Agreements. In 2005, I purchased a home in Tampa FL. Transeastern Homes (also know as Engle Homes, TOUSA and now Americrest) while in declarant control of the HOA locked my community into several agreements that only benefited Transeastern Homes. I was sold into the idea that Century Communications (owned at the time by the developer brother) would be cost reducing, and the service was the same or better than the competition. Well after living here for several years and a bankrupt TOUSA, it turned out not to be true. I slowly learned how Transeastern and developer owned companies i.e. Century Communications, Engle Homes, TOUSA and now Americrest setup these elaborate arrangements to secure steady revenue.

          That said, I decided to start this website to share information gathered by different communities across the country. The idea is to raise awareness, and to prevent prospective homeowners to fall in to the same dilemmas as others have. Some of you may have read FCC Docket 07-51, which is currently considering if the FCC should ban bulk services agreements, and exclusive marketing agreements between MDUs and Cable TV Operators (MVPD, PCO, DBS or “Special Purpose Entities). Here in my community Live Oak Preserve, I have started a campaign to change these regulations. It depends of us the consumer to take our case to the FCC.  The FCC is aware of these practices and I hope sometime soon they can provide consumer protection against these type of market manipulation. Developers and communication services providers (MVPD, PCO, DBS or “Special Purpose Entities) are teaming up to disincentive competition in the MDU world.
